The Information Office of the Steering Platform on Research for the Western Balkan Countries is publishing a special edition of the quaterly see-science.eu eJournal.
In this issue the sole focus is on the White Paper developed by the South East European Era-Net (SEE-ERA.NET). It offers strategic recommendations for connecting the research systems of Southeast Europe to the European Research Area. Based on the recommendations of the White Paper a Joint Action Plan is introduced, which includes concrete implementation scenarios in the Regional Programme for Cooperation with South-East Europe.

This is a special edition of the see-science.eu eJournal in cooperation with the South-East European Era-Net project. The two projects, both funded by the European Commission under the 6th Framework Programme for RTD, have established close cooperation, strengthening the position of all concerned in the field of European S&T policy in the Western Balkan countries. SEE-ERA.NET’s project developments can be followed in each edition of the see-science.eu eJournal published to date and we will continue to inform you about any major steps also in the future.
In this special eJournal edition we present two SEE-ERA.NET initiatives – the SEE-ERA.NET White Paper and the corresponding Joint Action Plan. The White Paper offers strategic recommendations and concrete implementation scenarios for connecting the research systems of Southeast Europe to the European Research Area and the Joint Action Plan deals with the instruments needed to implement these recommendations.
Starting with this publication, see-science.eu wants to respond to SEE-ERA.NET’s invitation to thoroughly consider the White Paper and other past and future deliverables of SEE-ERA.NET in the strategic dialogue of the Steering Platform on Research for the Western Balkan countries and the forthcoming WBC-INCO.NET (start of project January 1, 2008). Our aim is to ensure the implementation of the activities of these two projects (both coordinated by the Centre for Social Innovation in Vienna) in a coherent and
complementary way. I would also like to use this opportunity to thank SEE-ERA.NET for its support, for example in the organisation of the Steering Platform Meetings which were held back-to-back with the project’s Steering Board meetings. Without this network and the climate of trust established among all partners during its implementation, the EU-WBC cooperation in S&T would not have reached today’s status.
We would like to invite all our readers to discuss with us the recommendations of the White Paper and the Joint Action Plan and to put forward your suggestions, needs and demands in connection with these activities.
