Western Balkan Countries involvement in TEMPUS IV

    The results of the first TEMPUS IV call show that  Albania, Croatia, Bosnia and Herzegovina, Former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1244, Montenegro, Serbia partcipated in the call with some success.

     

From Fragmentation to Cooperation: Tertiary Education, Research and Development in South Eastern Europe

    The World Bank’s working paper, published in June 2008, examines the challenges that Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Romania, Serbia and Slovenia face in order to have a labour force with a significant pool of people with tertiary education qualification. These people, however, will be needed to meet increasing demand for highly-skilled labour and support economic growth.

Call for experts

    The Managing Authority (MA) of the SEE Programme, through its Joint Technical Secretariat (JTS), invites experts to apply  for a roster of experts in order  to support the JTS in the assessment of the project proposals received within the 2nd step of the Call for proposals .  The deadline for submission of applications is 30th September 2008.

    The Joint Technology Initiative ARTEMIS (Advanced Research & Technology for EMbedded Intelligence and Systems - http://artemis-sra.eu/) and the EUREKA Cluster Programme ITEA 2 (Information Technology for European Advancement - http://www.itea-office.org/) are organising a Co-Summit on ‘European competitiveness and well-being through ICT-based innovation’.

    The conference, which will take place on October 22, 2008 in Rotterdam/NL, is expected to bring together some 500 participants from industry, universities and research institutes and the Public Authorities from all over Europe.

COST Open Call for Proposals to support Scientific and Technical Collaboration in Europe

    COST invites researchers throughout Europe to submit proposals for research networks and use this opportunity to exchange knowledge and to embark on new European perspectives.

    COST’s main objective is to stimulate new, innovative and interdisciplinary scientific networks in Europe. COST activities (Actions) are carried out by research teams to strengthen the foundations for building scientific excellence in Europe. This continuous call is thematically open. COST invites proposals for new COST Actions contributing to the scientific, economic, cultural or societal development of Europe. Proposals playing a precursor role for other European programmes involving young groups’ ideas are especially welcome.

    Next deadline for Preliminary Proposals is September 26, 2008.

Mobility Programme Sarajevo - Zagreb - Vienna for managers in regional cooperation (Task Force BHC)

    The Task Force Fostering and Building Human Capital (BHC) proposes to organise short term placements at key institutions working in the area of cooperation for building human capital. An interesting opportunity to visit three cities within three months (Vienna - Austria, Zagreb - Croatia, Sarajevo - Bosnia and Herzegovina) and to get a grant of 1000 Euro/month. 

Vote for the SCORE – WBC-INCO.NET networking session at ICT 2008

    WBC-INCO.NET has joined forces with the project SCORE (Strengthening the Strategic Cooperation Between the EU and Western Balkan Region in the field of ICT”- who is a chosen exhibitor at the conference ICT 2008 in Lyon on November 25-27, 2008) to submit a common proposal for a networking session on the ICT research priorities for strategic cooperation with the Western Balkan Region. This networking session needs now the support of the community to be selected and we would like to ask our readers to assist us by briefly expressing the interest in such networking activities which target to raise the awareness on the cooperation potential in the Western Balkans.

ACTION - Grid Project on biomedical informatics, grid technologies and nanoinformatics

    A new FP7 funded project (total funding: around € 1 million) called ACTION-Grid brings together a consortium of European researchers along with researchers in the Western Balkans, North Africa and Latin America to strengthen cooperation in the fields of biomedical informatics (BMI), grid technologies and nanoinformatics.

    ACTION-Grid started June 1, 2008 and will run for a period of 18 months.

IMF published Poverty Reduction Strategy Paper on Albania

    The International Monetary Fund has published a Poverty  Reduction Stategy Paper on  Albania (PRSP).  Poverty Reduction Stategy Papers are published every three years, monitoring macroeconomic outlook and progress in policies regarding growth and poverty reduction. 

    This PRSPs also focuses on the Higher Education and Research sector and proposes some modification in order to  increase the quality of the Higher Education.

The Eurostars SME Programme: European Council agreement on 100 million euro boost from FP7

    Brussels, June 23, 2008 — the European Council of Ministers today agreed to provide 100 million euro from the EU Seventh Framework Programme to top up the at least 300 million already provided from national budgets by the 31 countries participating in the joint EUREKA-EU Eurostars Programme for R&D-performing small and medium enterprises.

    Croatia is the first (and so far the only) WBC to participate in this programme.

    The EC is inviting all stakeholders (esp. energy companies, project developers, equipment manufacturers, governmental services, the agricultural and forest industry and environmental NGOs) to help identify the need to develop sustainability criteria for biomass for energy purposes, at EU level.

Consultation on deforestation

    The EC has launched a public consultation on deforestation and its impact on climate change and biodiversity loss. It seeks to gather opinions on a number of critical issues and policy options related to deforestation in developing countries. Deforestation in considered to be the largest source of greenhouse gas semissions in developing countries and worldwide the second most important contributor to climate change.

South East Europe Transnational Cooperation Programme, new structural funds period 2007 - 2013

    The improvement of living conditions in urban communities through trans-national co-operation is the main aim of one of the priority axes of the South East European Transnational Cooperation Programme (SEE). In concrete, the priority axe 4 shall contribute specifically to “future development of South East Europe as a place of sustainable and polycentric development of metropolitan areas and regional settlement systems”.

    Although the Programme does not have a clear research focus, it my be of interest for co-operation activities in the field of urban development in the SEE region.

DG TREN FP7 energy calls - presentations available

    The EC-Directorate general for Transport and Energy (DG TREN) held an energy information day in Brussels on June 20, 2008. Both DG TREN and DG Research have opened calls within the framework of FP7 on such topics as renewable energies, renewable fuel production and clean coal technologies.

Conference on 'Social sciences and humanities facing the climate change challenges'

    A conference entitled 'Social sciences and humanities facing the climate change challenges' will take place in Paris, France, on September 22 and 23, 2008.

    On the occasion of the French Presidency of the European Union, the conference's aim is to discuss the collective challenges associated with climate change in the context of such concepts as sustainable development, corporate social responsibility and the precautionary principle, governance of climate policy and international environmental agreements, and to make policy recommendations.

French unveil presidency priorities

    The French took over the EU Council Presidency from Slovenia on July 1. During their time at the helm, they plan to focus on four main areas: energy and the climate, migration issues, agriculture, and security and defence.

    On the field of  research the French have set the construction of the European Research Area (ERA) as the main research priority for their presidency of the EU. Other priorities include boosting Europe's role in space and making progress towards a Community patent.
